Cannot install macOS Monterey on new M1 laptop running Ventura

I've been testing Parallels on an intel box, and was able to use the AppStore to download Moneterey and install a VM with Monterey.
Per this page: https://kb.parallels.com/125561/, you can click on the "Download MacOS" to get started.
I've just upgraded to a new M2 laptop, and installed Parallels via the AppStore.
When trying to create a Mac VM, I've got 2 problems:
a) the above button is missing (see image: https://ibb.co/K5crc9M )
b) you cannot download Monterey from the AppStore.

Any ideas - I need a Monterey and a Ventura Guest VM.

Yikes. Reading the KB doc above more closely...
The document starts with how to download and install a macOS VM.
BUT then there is a later paragraph that states:
It appears that it is currently possible to install a macOS virtual machine on Mac computer with Apple M-series Chip only of the same macOS version as that installed on the Mac.​
Yikes - what ugly hackiness is going on in there!
So the only way to create a Monterey VM would be to downgrade my machine (is that even possible?), then create the Monterey VM, then upgrade. Or I can find someone still running Monterey.

This finding doesn't resolve the missing button or missing download.
 
At this point I'm trying to create any Mac guest VM using parallels...
Using these instructions, I've downloaded the Ventura installer, and used that to create a Ventura ISO.
Parallels crashes when I try to create a VM from the ISO. You get:
prl_macvm_app quit unexpectedly​
The knowledge base article on this suggests a reboot (tried) and unload/reload the startup item (tried). So that is a dead end.

So then I tried following Parallels own instructions on how to create a Ventura VM. I have to use the manual option because the Apple button has gone away from the control panel.
This too fails at the following step:
/Applications/Parallels\ Desktop.app/Contents/MacOS/prl_macvm_create /Users/paul/Downloads/UniversalMac_13.2.1_22D68_Restore.ipsw ~/Parallels/macOS2.macvm --disksize 80000000000​
What happens is exactly... nothing. The command just immediately returns. Nothing is created and there are no error messages.

What am I doing wrong??!

As a possible solution, kindly follow the below steps:
1. Uninstall the current version of Parallels desktop from your device by: Open "Finder", go to "Applications" and right-click on "ParallelsDesktop App store". Select Move to Trash.
2. Download and install the latest build of Parallels Desktop using this link: https://download.parallels.com/desktop/v18/18.2.0-53488/ParallelsDesktop-18.2.0-53488.dmg
3. Verify if now you are able to download current version of macOS from Installation Assistant under Free Systems.

If issue does persist, collect a technical report (right-click Parallels icon in Dock > Help > Send technical data > check "Attach screenshots..." > press Send Report) and provide us with the report's 9-digit ID .
It appears that it is currently possible to install a macOS virtual machine on Mac computer with Apple M-series Chip only of the same macOS version as that installed on the Mac. Therefore, if you have Ventura as host OS, you will be able to only install Ventura OS as guest.
Hence, if you wish to create a macOS virtual machine with a different macOS version, it is necessary to create it on a Mac running that version, and then transfer the resulting .macvm file to the destination Mac.

Thanks for the response.
It looks like the AppStore version of parallels does not permit the creation of MacOS VMs. That's weird?
But the downloaded version from your website does (the "Apple" button is back in Control Center). So that is Great!
I have a ventura VM running.

The issue of Monterey is more difficult. If, like me, you only have Ventura computers, then it seems
like there is no way to create or install a Monterey VM. Sadly I have a tool that requires Monterey
(something I didn't realise before upgrading to Ventura). Plus, of course, I need to test my apps
on Monterey.
 
I had a similar issue which I resolved, it is complicated and long winded but it does work.
Luckily I have a couple of USB3 memory sticks of 32Gb and 256Gb in size.
I turned the 32Gb one into a bootable installer and then used that to install Monterey on the 256Gb stick.
Booted from the stick, downloaded Parallels and then from within Parallels downloaded Monetary VM.
Once I had done all this I moved Monterey VM back on to my Ventura MacBook Pro and it booted fine.
The BIG issue having done all this is that I STILL cannot log into my iCloud account from the VM, what's the point in doing all this work and getting a VM running if you cannot login to your iCloud account!!!!!!

Please note that, in contrast to the regular Parallels virtual machines, macOS ARM virtual machines (that run on Mac computers with Apple M1 Chip) are built using Apple's Virtualization framework (https://developer.apple.com/documentation/virtualization), and they are currently quite limited in their functionality (see https://kb.parallels.com/128867 -- see "Known issues and limitations").
