Unable to update Windows 10 since release 20170

For the past 3 releases, the upgrade process hangs in the windows logo screen displaying 2 dots. All cpu, memory, network, and disk activity ceases and I have to stop. Windows reverts to the above release. This is with Parallels 16, and on a 2010 MacPro running Mojave.

Same problem; only I am stuck on Windows release 20161.1000.
