Windows wont start - Windows screen just keeps circling

I have had this issue a few times now and can't resolve so any tips would be appreciated. Windows will not startup/resume. I get the black startup screen with the windows blue logo (four squares) and the action circle showing it's doing something or loading which just keeps turning but never starts. Any ideas what is causing this, I have done countless uninstalls and reinstalls and it keeps happening. Is this
I'm on McBook Pro 15 inch 2017 running Mac OS Catalina 10.16.6 with Windows Parallels desktop for Mac and Windows 10 Pro installed.

is this a problem with

a) My Mac or OS
b) Windows
