Windows 11 VM looks like a garbled mess since Parallels Update and Parallels Tools update

Went to launch my VM after restarting to do a parallels tools update and now my VM looks like this. When it boots there is an error dialog but I can't read it because the display looks like this.

I tried installing Parallels tools again but nothing seems to happen in the VM when I click the button. What do I do?
 
I can't get the start menu to display-- there's a faint outline but it never renders. I'll trying reinstalling PT for the third time, maybe that will work for me.
