Windows 11 Pauses for Several Seconds

I have the latest Parallels 20.
I have a Windows 11 VM.
While in the VM, the VM pauses for anywhere from a couple seconds to 10 seconds. Nothing happens. I can be on the main desktop with nothing running and try to start and app like settings and it will start to come up and then nothing works for several seconds. Then it starts going again.
There is NO crash or any errors. It just pauses.
It doesn't matter what app i start. It can be settings, file explorer even just opening the Start Menu.
How do I diagnose this issue?

1. Reproduce the issue.
2. Collect a technical report (right-click Parallels icon in Dock > Help > Send technical data > check "Attach screenshots..." > press Send Report) and send the report's 9-digit ID in a reply.

You will see in the video that I open the settings and then at a couple of points in the video the settings panel stops responding. The first time it does it the panel is mainly just blank. The other times there is a spinning busy indicator. Most of the time you can see it goes in and out of the thing I am clicking on just fine.

Those pauses are the issue i am talking about. This happens in all different apps as described in the original forum post.
