Windows 10 will not open from Parallels 11.2.3

This started about 9/29/2018. MAC OS 10.13.6, Parallels Desktop 11.2.3. I don't use Windows very often any more, but I could not open Windows this week. I reinstalled Parallels Desktop 11.2.3, I downloaded the Windows 10 Disk image, ( Win10_Edu_1803_English_x64.iso)
Now I don't know how to install the Windows 10, or set it up to be launched by Parallels Desktop.
Any guidance will be appreciated.
