Windows 10 VM will not finish resume...

Parallels Desktop - Control Center displays spinning wheel and any attempt to close the VM displays a dialog that states that Windows 10 VM cannot be closed as it is currently creating a VM snapshot. Advises waiting for it to complete but never does.
How can I break this cycle and permanently repair the problem?

0. Describe your issue in details. Provide screenshots.
1. Reproduce the issue.
2. Collect a technical report (click Parallels icon || > Help > Send technical data > check "Attach screenshots..." > press Send Report) and send the report's 9-digit ID
