Hi Guys, this issue actually happened on the real PC also, you may check the Microsoft forums and knowledge base articles, for example this one
But, as a probable solution please try steps from this link
Let us know the results please.

These errors, "SAFE_OS phase with an error during APPLY_IMAGE operation" and "SAFE_OS phase with an error during INSTALL_RECOVERY_ENVIRONMENT operation" are different from what I reported, "SAFE_OS phase with an error during MIGRATE_DATA operation", which I have recreated 3 times despite trying different options. What is the logic of the above approach over some other? Does anyone have any real idea why the install is failing, or must we be like the thousand monkeys on typewriters trying to recreate Hamlet? I've done enough flailing around. More does not seem worth my while.

I'm thinking the only solution true is Parallels Desktop 11 (http://www.parallels.com/upgradepd11/), which I received an upgrade offer for yesterday.

That is OK. Now just run that media creation tool file within your present Windows (7?) environment and Windows 10 will be installed. Worked for me without a hitch.

Yes. I'm getting the same exact error--"SAFE_OS phase with an error during MIGRATE_DATA operation"--at the very same address. This time I'm running a new install of Parallels 11, downloaded on October 29th. Seems it's time to call support.

While upgrading Windows version several error occurs that's causes failure to Windows update process.
When the server of Microsoft gets overloaded the download gets corrupted and remains incomplete. But if you think that just by restarting your PC you will fix this issue then it's not possible.
If you have the reserved copy of Windows OS then you must perform clean installation of Windows 10.
Once installation is over run Windows and switch ON automatic updates. And you can perform the upgrading procedure after that.
And if aforesaid solution does not help you to upgrade your Windows version then I would recommend you to opt for some repair tool that could resolve all sorts of Windows related errors and one such tool is Re-image Repair Tool.
I loved it because apart from fixing errors this tool even optimizes PC and increases the performance of system. Moreover it does not require any specific technical knowledge to operate it.

A corrupt file seems highly unlikely. I have downloaded the ISO file several times since August. I have attempted the upgrade over two dozen times, both with the ISOs and downloading during the upgrade attempt, each with the exact same failure. The suggestions I get from Parallels support show that they have neither not read nor understood what I have been telling them. Given this ineffectual "support", to spend more money on a new copy of Windows 10 or on some repair tool would be throwing good money after bad. For the time wasted in this effort, I could have purchased a cheap Windows 10 laptop.

Please refer to blog.parallels.com/blog/2015/11/03/windows-10-in-parallels-desktop-11/ which refers on both the steps to upgrade to Windows 10 with minimal possibility of failure as well as the steps to handle the common issues while upgrading to Windows 10.
