Thank you for posting on Parallels Forum.
Letting you know that if you have M-Series Mac, the only supported Windows version is Windows 11.
Yes, you can try to install/create Windows 10 but the performance of Windows 10 will be very unstable, and like in your case installation may fail.
Therefore, to create Windows 11 virtual machine on M-Series Mac simply follow the steps below:
1. Double-click on Parallels icon.
2. In the window that appears, click "Continue".
3. In the window that appears, click "Get Windows 11 from Microsoft" > "Install Windows".
4. Wait until the virtual machine is installed.

If any issue appears, collect a technical report (Parallels icon > Help > Send Technical Data > Send Report > Attach Screenshots) then copy 9-digit ID of the report and send it in a reply message.
