I'm trying to install Oculus Setup, but requires SSE3 instructions
Is the only thing that i need to buy the parallels license

Your post was back in October, but thought I'd check in and tell you what I've found (so far). You can get past the requirement for the SSE3/4 instructions with the latest developer build of Windows 11. So, although you have to jump through a few hoops to get that build, it helps. The bad news is that the Oculus Setup fails at the very end of the installation, after downloading 5GBs of data and installing. So, if you haven't purchased Parallels yet, and your intention is to use your Quest on an M1, my advise is that you still wait, but it sounds like things are going in the right direction. Please let me know if you've made any progress on your end since your post.
