Hello - I am about to purchase Parallels so I can use a software that only runs on Microsoft. That software is compatible with Windows 10 upwards. Is there anything else that dictates/restricts which version of Windows I should purchase after purchasing Parallels?

Kindly note that on Mac with M chips, only Windows 11 is compatible.
However, with an Intel Mac, you may install different Windows.
