W10 Desktop Picture Now Reverts to Solid Colors

With the latest rounds of W10 and Apple updates (Apple is now at High Sierra 10.13.4), when you try to set a photograph as the W10 screen saver it allows you to choose a photo but always reverts to a solid color on the display and in the choice set up screen.
 
It is a valid legal copy that I have been using for four months without any notification that it needs to be activated.
