VM with OS X El Capitan on Parallels 19.1.0 install Problems

I cant install El Capitan as a VM on Paralles 19.1.0
I Have a iMac 27 2019, 6 Core intel i5, Raedom pro 580x 8GB,
64 GB 2667 Mhz DDR4, Macos Ventura 13.5.2
