Upgrading to Windows 11 does not end (Go back to Windows 10 Pro)

hi,
I activated the TPM driver in Windows 10 Pro with Parallels Desktop 17, then I tried to update to Windows 11.
The update is downloaded, continues, apparently it goes, but when I restart the system is still Windows 10 Pro and on "Windows Update" it proposes to install Windows 11 again.

Is there anything to set up first to make the update work or something to do next?
 
The installation continues up to 22% then a message appears "undo the changes made to the computer In progress" and it return to Windows 10 Pro.
 
With the Event Viewer utility I read this error: "The following update could not be installed, error 0x8007001F: Upgrade to Windows 11"

Any help?
