upgrade to the latest version of Ubuntu

What is the recommended procedure to upgrade Ubuntu to its latest version (currently 19.10)?

I have had a problem with this situation: Ubuntu 19.10, installing on Parallels 15.1.2 (47123) (latest as of 28Nov2019)
When I attempt this install, I get a Terminal window with the following message. The install process seems to freeze, and doesn't complete after 30-40 minutes.

ACPI Error: AE_NOT_FOUND, Evaluating _CRS (20190703/pci_link-261)

Any thoughts on solving this? Thanks.

have you tried from a terminal session?

sudo apt dist-upgrade

by the way, from 19.04 I was able to upgrade from gdm.
