'Unable to perform the operation because (VM name) is not started' when trying to start a W10 VM

I'm trying to get a Windows 10 ARM VM working but every time I try to start it the error 'Unable to perform the operation because "Windows 10" is not started.
I tried numerous ISO's but all crash at startup.
Running on an M4 Pro Mac Mini with Parallels Desktop Pro (latest version)
