The configuration file is invalid - after migration to mac mini

I just got a macmini, I used the migration assistant to migrate my macbook.
I activated parallels on the mini. Now when I start a vm I get this error "The configuration file is invalid".
I tried to create a new ubuntu vm, same thing

upgrade to Paralles 20 from 18 (from perpetual to subscription - unfortunately) and it worked. So Parallels 18 does not work on M4.
