Text size in Windows 11 VM maxed out after upgrade to 19.3.1

Following an upgrade to 19.3.1, the system text size (for file names on the desktop, menus, and title bars) has been cranked to maximum. I am on an Intel Mac Mini connected to an external monitor. I have tried...
  • Adjusting text size in Windows settings.
  • Adjusting system scaling in Wikndows settings.
  • Changing resolution in Windows settings.
  • Changing Full Screen setting in parallels config from Auto to Keep Ratio.
  • Reinstalling Parallels Toolbox.
All scaling changes are set to minimum values (100%), but nothing changes up or down. Changing from full screen to windowed has no effect. A past knowledge article suggested changes in the "Hardware -> Graphics" section of the VM config, but the suggested settings to change are no longer present. (It only shows "System Memory is used for graphics. Learn more..." and nothing else.)

Any suggestions are welcome, burt I fear this one might just be a bug where I'll have to wait for a fix.
