Please put the resource quota as unlimited and test again:
1. Shut down your virtual machine.
2. Go to your virtual machine's configuration (https://kb.parallels.com/en/117287 )
3. Go to the Options tab.
4. Then open the Optimization option > Change the value to "No Limit".
5. Start the virtual machine and check whether the issue reproduces if the resource quota is unlimited:

Thanks Avinash, I already changed it to unlimited but I have not shut down the VM yet, i'm busy working in it for now, i'll report back in a bit.

This WORKED! Followed your instructions exactly, now getting 236mbps dn / 24 up. Thank you so much for your help. Hopefully this stays resolved for future use.
