Could you share your case ID or the reference to the known issue? We have had this problem in several versions and would like to see a solution or workaround.We have tried everything described here and the best we saw was a 2 day improvement. Reached out to Parallels Support who informed us that this is a known issue and in 19.3 and should be fixed in an update. In the meantime, per their instructions, enabling Full Disk Access for Parallels worked.
For me Shared Network works correctly only after changing Shared_Net_Address in /Library/Preferences/SystemConfiguration/com.apple.vmnet.plist

I was able to SORT OF get this working... but DHCP (within a Win VM) via Parallels Shared Network does not work. To connect to my VPN I have to 1. Switch to shared network mode, 2. hard code my VM with an IP address within the "DHCP pool" that Parallels is set up to give out to VM, but DOES NOT.Seems the only correct solution. Looks like the update of Parallels with currently connected VPN grabs the wrong addresses into the Parallel's network configuration ( file /Library/Preferences/Parallels/network.desktop.xml ). I did how it describes ( didn't change the mac configuration though, only network.desktop.xml). The shared network started to work immediately.
I've had the same problem network connectivity problems since upgrading to version 19.3.0. After running for a while, the Shared Network stops working. Switching from a Shared Network to a Bridged Network lets the VM talk to the internet but breaks connectivity I need between the host and the VM. Only shutting down the VM and Parallels and restarting fixes it.
