says there is no web connection, the connection is perfect

I formatted my hard drive, reinstalled my OS, the only one that works with my computer is High Sierra Version 10.13.6. The new Parallels will not work with this OS so I installed the latest version I have which is Parallels 11. When I activate it I get a message saying (No internet connection) Now when I click on Parallels it goes directly to activation and I cannot get out of it. All my Windows are installed on an external hard drive which is not yet hooked up.
 
I have exactly the same problem. I cloned my main Mac (where everything worked fine) to my other Mac - when I click on a Parallels 11 VM it asks to verify my activation code; after pasting it in I get a green tick to show the code has been accepted. However when I click the Activate button it says "Unable to perform the Operation", then suggests I check the internet connection and try again. But the internet is fine - as you can see, here I am.
 
Thanks for response, I have been trying to talk to someone about this for quite a while now, it has been a waste of time. You spend all this money on this stuff and cannot get any help when you need it. I just keep going in circles, I called a phone number I have, that refers you to a website that refers you to a form that you don't get answered. If I have any luck I will let you know and hope you will do the same for me.
