To reproduce:
* create a macOS VM (I'm using macOS 10.14.6)
* create at least 2 admin users (one of which is English, the other has Korean language set in Region settings)
* use Fast User Switching to log both users in at once.
Look at Activity Monitor/sort by CPU.
Result: prlcopypaste and prldragdop processes are stuck burning high CPU:

Also, they don't work, throwing errors like this:

Tested: using latest Parallels (17.1.0 51516)
