PD17 regression: unable to interact with MacOS notifications when in fullscreen mode

After upgrading from PD16 to PD17, I can no longer click on any MacOS notifications (i.e. reminder or calendar notifications) when in full-screen mode. It acts as if my mouse is underneath those notifications and interacting only with the VM.

This is quite annoying because it means I need to switch out of parallels and back to MacOS in order to close the notification. This did not occur on PD16 and earlier.

Steps to reproduce:

1. set up a MacOS reminder to trigger at a specific time in the future
2. launch PD17 into a Windows Guest VM and enter fullscreen mode
3. wait for the reminder to appear at the appointed time
4. attempt to click on the reminder notification in order to close it -- > notice that you cannot
