Parallels Desktop 19 VM with Windows 11 hangs at startup for approx. 3 minutes

I am using Parallels Desktop 19 on a Macbook Pro 14" 2021 with chip Apple M1 Pro, with 16GB memory under macOS Ventura 13.5.1. In the virtual machine (VM), a Windows 11 Pro version 22H2 operating system build 22621.2215 Windows Feature Experience Pack 1000.22662.1000.0 is running. After starting the VM, the system seems to be frozen for about 3 minutes, it "hangs". Apps started during this time, such as Windows Explorer, Settings, Microsoft Edge, etc. open after these approx. 3 minutes and from there the system runs and reacts normally, as I would expect it and know from earlier versions of Parallels Desktop. Report technical data 434024282 is created. If anyone has the same experience or knows a solution, I would be happy to receive a reply. Otherwise I will wait for a software update.
