I want a VM that runs on Catalina and allows installation of windows 32 bit OS eg: Win 7 or XP. It seems that Parallels 16 or 17 will work. Can I buy a permanent license for either of those?

Let us inform you that it is not currently possible to purchase permanent license of older Parallels version.
However, with a Parallels Desktop subscription, you can use an older version of Parallels Desktop.
