Hello Jason,
As a possible solution, kindly follow the below steps:
1. On the first Mac, on which Parallels Desktop is already activated, make sure that the virtual machine is shut down. If it is in a suspended state, please run it and then shut down (Actions > Shut Down).
2. Quit Parallels Desktop (click Parallels icon on the top Mac menu (||) > Quit Parallels Desktop).
3. Run Terminal (Finder > Applications > Utilities > Terminal) and execute the following command:
prlsrvctl deactivate-license
4. Press Enter.
5. Download and install Parallels Desktop on the new device here.
6. Register Parallels Desktop by following the steps in this article.
