MS SSMS v21 Not Running on M3 Ultra

Bit poster
Installed SQL Server Management Studio v21 on Parallels Windows 11 with no issues/failures. SSMS v21 will not run - click start and fails with no errors.

Installed SQL Server Management Studio v19 on same Parallels Windows 11 with no issues/failures and it runs correctly and connects to MS SQL Server 2025 RC0 without issues.

Any ideas why SSMS v21 won't run?
