So, if any of you are still having issues with downloading .Net Framework 3.5 as I was, it looks like Microsoft has fixed the issue. I went and updated Windows 10 ARM and found Windows 10 Insider Preview 21370.1 and downloaded the update. Once it was done, restart and you should be able to download Framework 3.5. It worked on my end.
