macOS VM on mac m2 manual installation

I needed to create a new macOS vm manual because of the default disk size of 62 GB is to small and the inability to resize the hard drive for macOS vm (Stupid APPLE)

I followed the guide here: https://kb.parallels.com/en/125561

1. prlctl create 'macOS2025' -o macos --no-hdd --restore-image Downloads/UniversalMac_14.0_23A339_Restore.ips

2. prlctl set 'macOS2025' --device-add hdd --type plain --size 150000

3. prlctl start macOS2025

After point 3, a box appears with a link to: https://kb.parallels.com/fr/9231

After killing the process and even restarting my machine, same problem, the vm won't start.

I did it 3 times with the same result

Did I miss something?

Please collect a technical report after issue reproduction (click Parallels icon > Help > Send technical data > check "Attach screenshots..." > press Send Report) and send the report's 9-digit ID in reply to this post.
 
Thx for your replay the report is : 486920147
As u will see i have several vm working perfectly even the original OSX
But the macos2025 created manualy using the cmd provided upstair don't start, hope the report help
