macOS Big Sur as virtual running on Mojave problems

I assume there is no coherence mode when running OSX but still. I tried running Big Sur on Mojave (Mac Mini 2018) and the virtual machine window was not capable of 16:9 only 4:3 in full screen no matter how I tried.
Is it expected behaviour?
