Issue Description:
Since updating to Parallels Desktop 27 (both the initial 27.0.0 release and the recent 27.0.1 patch), the keyboard layout synchronization feature is malfunctioning.
Previously, switching the input language on the Mac side would synchronously and instantly switch it across all Windows applications. Now, the synchronization only works in one direction: from Windows to Mac. When I switch the layout using my macOS shortcut, the Windows guest OS completely ignores the command.
Steps to Reproduce:
I can confirm this regression is strictly tied to the new version of Parallels Tools. I launched an older, rarely used Windows VM. The bidirectional layout sync worked perfectly until I accepted the prompt to update Parallels Tools to version 27. Immediately after the Tools updated and the VM rebooted, the Mac-to-Windows sync broke.
No other system settings were modified on either the host or the guest. The issue appears to be related to the KeyboardLayoutSync component failing to process host-to-guest commands in version 27.x.
Could you please escalate this to the engineering team for a fix in the next minor update? It significantly disrupts a seamless cross-OS workflow.
