Internet Explorer 11 not working in new install of Windows 7

I have installed a new Windows 7 VM, applied all the Windows Upgrades and Internet Explorer 11 is not working. It fails to launch with no notifications.
If I uninstall Parallels tools, it works.
 
I am running Parallels 13 with a Windows 7 VM. Internet Explorer 11 refuses to launch after I upgraded from Parallels 12. Firefox runs with no problem.
 
I followed the instructions. There was nothing to uncheck. I too am running Parallels 13.

Internet Explorer still fails to launch.
 
Hello pheon_, please follow as suggested below:

1.When Windows virtual machine is launched, enter Coherence view mode by going to View > Enter Coherence.

2.Launch Internet Explorer > right click the panel on top of it > disable Show tabs on a separate row option.

3.Exit Coherence and switch to your regular view mode and check if this works. Thanks!
 
Hello....I have the same problem but the instructions above doesn't help. In your step 2 above, after launching Explorer when I right click the panel I don't see "Show tabs on a separate row" option
