How to access Parallels Devices menu from full-screen Windows

I am using Parallels Desktop 7 for Mac (Build 7.0.15054) and running Windows XP Professional.

When I am running in Full Screen mode is it possible to access the Parallels Devices menu from within Windows (or any other Parallels menu option) by using a keyboard shortcut?
 
You just need o put your mouse to the top monitor border and menu will show up:

I am aware that it is possible to use the mouse. I would like to know whether it is possible to make the menu appear by using the keyboard.

Is this possible?
