My Windows 10 .pvm is 72 GB. Parallels 12's preferences says the VM is 66 GB (including snapshots). So what is the other 6 GB? Does Parallels add that much overhead?

It's allocated but unused space that Parallels claimed when expanding the VM's HDD. You can reclaim that space from VM options (shrink HDD I think it's called) if you don't think Win needs it.
