FileMaker 18 or 19 on ARM mac

I absolutely cannot get any version of Filemaker installed. It seems to finish the first part of the install fine (the FM part), but then it won't install the Visual Basic Studio part (I think that's what it's trying to install, but the text and response boxes are blank, see attached screenshot), and when you click either of the blank buttons, it just disappears, and nothing more happens.
