Does Just Cause 3 work on M-series MacBook?

I have a 2022 M2 MacBook Pro with 16gb RAM running Parallels Desktop 18, so the hardware should be fine. I want to play JC3 on it, but the game doesn't start up at all.
I am using Steam to launch the game, and when I try to launch it, it goes:
Play
Running
Play.
It would be greatly appreciated, if someone had any insight on this problem.
