cmutil.dll was not found.

I'm trying to install app and getting this error. I have MBP with M1Max, and Windows 11 Pro running

The code execution cannot proceed because cmutil.dll was not found. Reinstalling the program may fix this problem.

Does anyone know how can I add this dll?
