Can't upgrade from 22.04 to 24.04.1

If I start software update, it offers the upgrade. I tell it to start and it eventually fails setting new software channels:

E:Failed to fetch http://ports.ubuntu.com/ubuntu-ports/dists/noble/main/binary-amd64/Packages 404 Not Found [IP: 2620:2d:4000:1::16 80],

E:Some index files failed to download. They have been ignored, or old ones used instead.

This is on an M2 Pro MBP. It's trying to load amd64 packages because I have the Rosetta capabilities turned on.
