Can't install Desktop 17 on my new Mac.

Bought a new Mac. Could not transfer things, so I setup as new. Now Parallels won't let me register Desktop 17.
I get an error box about "This license has reached its activation limit and can no longer be used to activate new product copies".
How do I fix this? Not buying a new copy.
