Can't activate toolbox using v13 License code

I get the following error:

You're trying to use a license key created for an older version
of Parallels Toolbox. To activate Parallels Toolbox on this Mac
you need to purchase an additional license.

I am using a V13 license code that is activated on this machine for Parallels Desktop.
TCXZ96-======-======-======-X2D7NC

My profile says I am eligible to activate Toolbox on this Mac but I cannot
figure out how to activate it.

Again, Desktop activated just fine, Toolbox will not activate.

Hi Bob10. Kindly follow the below steps to fix the issue:
1) Please quit Parallels Toolbox (click on the Parallels Toolbox icon in the Mac menu bar, then on the cogwheel icon in the upper right corner within the application interface, select 'Quit Parallels Toolbox' from the menu that appears).
2) Remove Parallels Toolbox.
3) Reboot the Mac, download Parallels Toolbox, install it and activate it.
 
I've now tried this exact procedure three times without success.
Note that once Parallels Toolbox is installed, and before I have a chance to copy/paste my key, it is automatically updated to the latest version and then I cannot enter my v13 key.

Thanks for your quick reply. I hope this can be fixed.
