Cannot reinstall Parallels Toolbox Version 13

I installed my Parallels Desktop Version 13 on a new Mac Laptop by successfully switching the license from the old Mac to the new Mac.

However, when I tried to install Toolbox from the Desktop "Preferences" menu, I got the following message: "Unable to download the Parallels Toolbox installation files. Please check your network connection and try again." I have a network connection that's connected to the Internet.

I then downloaded Toolbox, but Parallels only permits downloads of the "latest" version, which does not work with my Parallels License Key.

How can I install Parallels Toolbox Version 13?

@JimB15 , please use this link in order to download the correct version of the Parallels Toolbox and activate it with your Parallels Desktop 13 license key.

I ran across the same issue. Link and downloaded file worked perfectly.
