Cannot connect to a database service on the host Mac - Networking and IP address issue

I am getting an error - connection refused because target machine refused it, while attempting to connect from my Windows ARM VM to the host machine using the IP address 10.211.55.2 - both Postgres and MySQL

However this works in the intel version - I am just moving to M1 as my current machine is down

What networking change should be done, or IP address used?

I have also turned off my machine firewall, so no connections are blocked
