I'm unsure if this might be a Parallels specific issue or a Windows 11 issue more generally (which may or may not be specific to ARM64)..
Are there any known issues regarding VSS (Volume Shadow Service) when attempting to perform a shadow copy of a bitlocker encrypted FAT32 volume?
More details here, but to summarise... attempting to perform a shadow copy of a bitlocker encrypted FAT32 volume on Windows 11 24H2 under Parallels results in `VSS_E_INSUFFICIENT_STORAGE` regardless of available shadow storage
I don't have a physical ARM64 machine to test with, so I can't say if this is a parallels issue or a Windows issue
