Activation issues, upgrade???

I am now getting the prompt to enter an the new key and an old key (?).
Then I get to the error message: The previous activation key has not been accepted by the license server.

What is this?
Is this something New?

Did you purchase an upgrade key, and you are trying to activate it ?

I never got this screen before.
