Activating Windows 11 from a Windows 10 license key

I ran into an interesting Catch-22.
I recently purchased a new Mac Studio and traded in my old 2013 Mac Pro. I had a question about how to deal with this problem.
I purchased Windows 10 when I got Parallels 15. According to a Microsoft agent, I am eligible for a free upgrade to Windows 11.
However, the Microsoft technician said I must first install Windows 10 and use the original authorization key code to upgrade to Windows 11. However, Parallels does not allow installation of Windows 10.
So..... I will attempt to contact Microsoft again, but it would be helpful to know how many of you have gotten around this problem.
A new license of Windows 11 would cost another $120 or so and would be a financial deal-breaker in attempting to use an ARM version of Windows 11 and the new version of Parallels.

Normally, you should be able to activate your Windows 11 with a Windows 10 key.
Please find the steps to install a Windows 11 virtual machine.
Once installed, kindly activate your Windows 11 by following these steps.
