Upgrade Home Desktop Mac to 14 from 13

Online documentation seems to indicate that upgrade to 14 from 13 is no charge with subscription.
My account dashboard shows permanent licenses for versions 12 and 13 (and 4 legacy licenses). I'm thinking i have a subscription.
I entered the activation key for 13, got the check mark, but received a message that the key was not valid for 14.
Is there a charge to activate 14 from the latest version of 13? This seems to be contrary to the FAQs.

Hi @JohnF6, you have two permanent licenses on your account, no subscriptions. To activate Parallels Desktop 14 for Mac you need to purchase an upgrade key here: https://www.parallels.com/desktop-upgrade/
