Just installed Parallels 13 and was impressed to see that a copy of Windows 10 was also included. However windows also says it has not been activated and wants me to make a purchase of Windows 10 to do so. Do I need to do this or can I continue to use Windows 10 without activating it?

Hello JohnC41, Windows 10 installed from the Parallels Desktop is just a single language trial version. Parallels Desktop does not include a Microsoft Windows license. If you don't have a Windows copy, you can purchase Windows 10 from the Microsoft Online Store. Kindly follow the instructions from this link to know more about Windows installation.

Thanks for coming back with that, Presumably the "trial" will expire after a period.

This is windows 10 single language copy so it may expire at any point of time. I believe it will work for 90 days approximately, after 90 days if you are purchasing Windows 10 then you can remove this Windows and install a fresh Windows 10 virtual machine.
