Coherence Windows not coming to frontmost - GuestOS Sierra

While running Sierra as a GuestOS in coherence, when I click a window, it does not become the frontmost window. The clicked window will become the front window within the coherence environment, but the coherence environment continues to remain behind whatever windows are currently being displayed in front of all the coherence windows.

I want windows I click to move in front of the layers of app windows that are in front of the coherence windows. How can I do this?
