Any way to limit amount of cpu per vm?

Is there any way to limit the amount of cpu (e.g. 10%) or specify a clock speed for a vm? It would be pretty handy when trying to reproduce "slow" problems on older hardware. Or see how certain applications behave in more cpu starved environments.

No CPU limit for VM at the time.
But you can change "Acceleration level" parameter in VM settings. Also you can disable VT-x for this aim.
 
Is it a scheduled feature?

Is this enhancement already scheduled? If not, where can I add it to the list? The ability to simulate old pc environments would really help out developers (who actually test) and qa people alike.
