1903 update

After 1903 updated, Windows cpu usage is 100% and it's not decreased. I can't use any more so I just rolled back my machine. Several website from searching google, windows's usage issue appeared because of some deviece's drives. Also, 1903 is disappeared icon issue... I hope you give me patch as...
